That's been their bid for an hour or so, appears to me to be a signal: http://www.otcmarkets.com/stock/CBIS/quote

First they had their bid at $0.003 for a while, then they moved it up to $0.0293, then they moved it down to $0.0031 and it's been there for about an hour.

The time on their (NITE) $0.0031 bid is 14:15.
