The colder weather is always harder on the equipment. My dad had a placer gold claim in Atlin, BC back in the early 80's. The ground wasn't workable until around May. However, these NWTT claims in Ontario are lower in latitude than Atlin, but I still wouldn't expect any equipment in there until at least early May.
JMO from my experience in the past.
