COMMISSIONERS

The three New Hampshire Public Utilities Commissioners are appointed for six year terms by the
Governor subject to Executive Council approval. The Commissioners’ terms are staggered so that one
term expires every odd numbered year. The Governor, with Executive Council approval, appoints one of
the Commissioners as Chairman. One Commissioner must be an attorney and at least one of the
remaining Commissioners must have experience in engineering, economics, accounting or finance.

THOMAS B. GETZ
Chairman
Thomas B. Getz was appointed Chairman on October 11, 2001 and reappointed June 13, 2007. His current
term ends on July 1, 2013. In addition to his duties as Chairman of the Commission, he serves as Chairman of the
Nuclear Decommissioning Finance Committee and Vice-Chair of the Site Evaluation Committee. He is a member
of the Telecommunications Planning and Development Advisory Committee and the Advisory Council on
Emergency Preparedness and Security. He also serves on the Board of Directors of the National Association of
Regulatory Utility Commissioners (NARUC) and is President of the New England States Committee on Electricity.
Chairman Getz graduated from Holy Cross College with a Bachelor of Arts in Political Science. He holds
a Juris Doctor Degree from Franklin Pierce Law Center and a Master’s Degree in Public Administration from the
University of New Hampshire. He previously served as Executive Director of the Commission and in the US Army
as an Interrogator for Military Intelligence, 9th Infantry Division.

CLIFTON C. BELOW
Commissioner
Clifton C. Below was appointed Commissioner on December 27, 2005. His term ends July 1, 2011. He is
a member of the New Hampshire Energy and Climate Collaborative, the steering committee of the Regional
Evaluation, Measurement and Verification Forum, and serves as a Vice Chair of the Energy Resources and
Environment Committee of NARUC and as Vice President of the New England Conference of Public Utility
Commissioners (NECPUC). He also serves as one of two New Hampshire agency head representatives in the
Regional Greenhouse Gas Initiative (RGGI) and is a Vice Chair of the Board of Directors of RGGI, Inc.
Commissioner Below graduated from Dartmouth College with a Bachelor of Arts in Geography. He holds
a Master of Science in Community Economic Development from Southern New Hampshire University. He has a
background in commercial real estate development and management and served 6 years in the NH House of
Representatives and 6 years in the NH State Senate, involved with energy and utility issues throughout that time.

AMY L. IGNATIUS
Commissioner
Amy L. Ignatius was appointed to the New Hampshire Public Utilities Commission in July 2009. Her term
ends on July 1, 2015. She serves on the Site Evaluation Committee, the North Country Transmission Committee
and the NARUC Committee on Telecommunications.
Commissioner Ignatius is a 1977 graduate of the University of Wisconsin with a Bachelor of Arts in
American History. She holds a Juris Doctor Degree from the University of Virginia School of Law. Commissioner
Ignatius recently served three years as Director of the New Hampshire Office of Energy and Planning and
previously served as General Counsel to the Commission and Executive Director of the New England Conference of
Public Utilities Commissioners. She also held positions within the New Hampshire Department of Justice and had
been engaged in the private practice of law with the law firm of Devine, Millimet and Branch.
