This is typical of a private business owner. It would have taken something like these attacks to have CZ feel the need to release this info about it's customers and bus companies. Many private companies keep things on both sides of the supply chain top secret. It makes sense until you have a wide investor base that you have to look out for as well.. It doesn't really surprise me that many people haven't heard of them...if you're going to commit fraud though, you don't come up with a business plan that can be verified in the public domain, (ie I/C Buses)..
