Do they mean "in his bloodstream"? HIV can lurk in other cells undetected, and not a problem until it starts to replicate.

which implies he's not actually free of the virus.

Reducing the threat of AIDS effects down to those of measles would be a huge improvement. Harnessing the immune system to shut it down is far more cost effective than a lifetime regime of daily drugs.

Previous efforts failed to achieve this goal, so take it with a grain of salt.
