No, I don't think that's the case, companies can switch accounting firms. However, if there is something WRONG in CCME's annual audit and Deloitte won't sign off then it is very unlikely that a big four firm will pick up the company's audit. The company would have to resort to a smaller firm. This I can see happening if there is something that Deloitte and CCME don't agree on over the financial statements that is MATERIAL.

However, if Deloitte and CCME don't agree on something like a budget then CCME can drop Deloitte. For example, if the 2010 10K went 4 times over budget then CCME could be like screw it we're moving to KPMG. But of course this would be after the annual report has been signed off by Deloitte.
