RCCH has a lock on trading set by the Depository Trust Company (DTCC), so trades are not currently being accepted. That is an industry-wide lock that prevents a clearing company from settling the trade

That decision was not made by TD Ameritrade. If that global lock is released in the future, we may be able to accept new trades at that point. If you contact RCCH directly, their Investor Relations team can give you more information about the reason and if they have a timeframe when they expect trading to resume.

If you do decide to transfer the account, you can do that by filling out a transfer form at another brokerage. They can start the transfer from their side.
