Yes volume is everything but the when a stock is offered at $.28 who would pay above that price? I checked with a financial advisor today and I was told that the stock would stay around the issue price until it is completed. It has nothing to do with any security commission rules, which I thought it may have. Patience is a virtue for sure. I once bought a 10000 shares of a stock at $.75 and hung on to it for 2 years. It hardly moved during that time and I finally sold at .95. Six months later it went over $50.00! Since then I have become a very patient man.
