rwrf...You are asking two questions...

1) An MOU is an "agreement" betweent the parties tro do certain thing. It may have conditions precedent, or condition subsequesnt...As such, it is a "Contract".

2) An international "Contract, or Agreement" is as enforceable as one between two companies in your hometown...

The only question would be one of "Conflicts of Law" to be resolved by the tribunal acquiring Jurisdiction...
