SEC - I don't see why the media kit should be secret. But for Chinese tax filings, I very much doubt the SEC would get them. They are a third party, and based on precedents (PCAOB etc.) the Chinese authorities will block them. It is probably not even legal to give a third party access to tax documents (same as in Germany).
