If we knew that buying later (say on Friday) the pps would be even lower than it is now, then you would be correct to wait and buy on Friday. But we don't know if it will be lower. It could be higher. That's the risk you take in waiting to buy (hoping it goes even lower). And if PR comes out, it could send the pps rising beyond the limit you want to buy. Choices, choices.
