You say "miners" as if it is a sole old man with a pick and a grey beard... mining company's have a foresight unmatched by an ole 49'er.
And you would be surprised apparently about how much is withheld from market for higher profit margins, and like anything else nobody want the coffers full when commodity prices plummet, (something oil has perfected more or less)
