With today's smartphone capacity, a local database could be used if a developer chose to do so. However, most solutions use a remote server so they can easily manage, report and bill the activity.

If this were to ever really scale to billions of transactions a day, the advantage of local resolution is obvious. It would significantly reduce the volume of communications with the campaign manager's system and keep processing costs low. The local application can later fire off a batch notice during off-peak times which contain the data for multiple scans.
