That may be true but again IMHO a smaller civilian venue may provide more accurate results in that there are less levels of management to deal with.

Also the effects are going to be the same regardless of whether its civilian or military because they are all still humans.

And let's not forget law enforcement in the US and abroad is pretty big business.
