I don't blame you for putting AON restrictions on, but then you can't complain when you don't get filled.
Without that, you would probably have gotten the 4k buy at $.0052.

I'm telling you, you put in almost any size buy without the AON at the ask and you'll likely get filled.

Keep in mind though, this is the OTC, so the MMs are not required to fill your buy, even if you're over the ask.
