Companies are not required to give advance notice to the public on splits unless they're incorporated in a state which requires a shareholder vote for such action. They're supposed to give 10-days advance notice to NASD though. Since this rule is not enforced very well, many smallcaps submit r/s notification the day before it occurs. Once NASD is notified, Nasdaq and the exchanges will disseminate split info to the public on their daily lists.
