You are correct that one PUC commissioner voted in favor of the project as it was before the SEC.

What thiis means for how she feels re the PPA (a different issue) or for how the other 2 view the PPA is anyone's guess. The PUC Commissioners are like judges, and take some steps to not let their feelings know while a case is before them.
