Raising capital through selling shares is what companies do. We shouldn't be shocked. Question is value. Does the company's underlying business/assets/revenues justify and support the number of shares out in the open market? ...time will tell.

Best case scenario - the funds raised by dilution facilitates ITCJ to legitimately get a piece of the multi billion dollar water industry pie. The onus is on the company now to show shareholders value in the 2 joint ventures stated on their company web site. ITCJ did state that they will be the major stakeholders in these ventures. Technically this play could go either way depending on what news comes out next here: POS or BLUE GOLD. All imho of course.
