that is not true, at least not for SMD:

http://www.thechairmansblog.com/william-caldwell/wp-content/uploads/2010/12/Executive-Summary-ACT-Macular-Degeneartion-Program.pdf

? IRB has approved protocol - Anticipate commencing patient treatment in 1Q2011.
? Designated trial sites: Jules Stein Eye Institute (UCLA); Casey Eye Institute (Oregon Health Sciences University); University of Massachusetts Memorial Medical Center; New Jersey Medical School

..and that's a chairman blog from december 2010.

So to conclude:

1. IRB protocol approved for SMD - done
2. trials site in place - done
3. recruting patients fro SMD - needs to be done, how long does it take? From what we have heard at last OneMed forum presentation, they are picking the patients very carefully, proly to select patients in various stages of SMD, even though we know these is safety trial and patients wil have very advanced stage of SMD, still might be a difference there....
