? Cash Flow Problem?

Can anyone comment on CCTR free cash flow analysis? CCTR seems to have plenty of income, but free cash flow in the last year is way negative. Suggests the company is profitable but doesn't have enough liquidity to pay the bills. There's a huge operational cash expense in the "changes in working capital" portion that accounts for the negative flow. Am I reading this correctly?
