Mlsoft - what I was getting at, though somewhat obliquely, is the question of whether the various PPT-type operations really cost the government any money (your tax dollars) beyond the labor costs of running the operations. Aren't they just as likely to make a profit as a loss?

Hard work often pays off over time,
but laziness always pays off right now.
