I do not understand anything until yesterday Petty said that the funds have not been negotiated and now this article he says that the financing negotiations were completed on a project by project. Can someone explain this article. thank you

Franklin Mining, Inc. (PINKSHEETS: FMNJ | PowerRating) (FWB: FMJ). In his first Letter to Shareholders for 2011, Franklin Chairman William Petty offered a brief review of the company's 2010 operations. The letter has been posted at www.FranklinMining.com.
Mr. Petty has also announced that negotiations have recently been finalized for financing -- on a project-by-project basis -- a number of mining and energy opportunities in Bolivia. Details will be released within a month.
