This contradicts much of what the AMD folks have been saying about this issue:
There is no agreement among international regulators on whether it's OK for a dominant company to use rebates to persuade customers not to patronize rivals, according to Spencer Waller, director of the Antitrust Institute at Loyola University Chicago School of Law.

"This is the hottest issue in antitrust right now," said Waller. ...
There have been cases in the United States leaning both ways on the issue, but the European Union is "much more consistently hostile against such rebates," Waller said.
