It's an ok PR.

I wish they would actually say more that just:

..substantial progress in promoting..

because I don't know what that means. Promoting what? A JV? A buyout? A book signing? Private placement of shares? What EXACTLY is being promoted.. the name? wow.

Middle Eastern financial centers

And what does that mean? A financial center? Lenders? Does LBSR need a loan? Whats going on?

Why is it so hard to write a clear PR these days....
