Once shares are printed and issued then it is announced. So proof comes after the dilution happened not before. It's common sense to have this reasonable thinking, when acquisition is made and PPS pumped and dumped right after that. It's not only for FRDM rather it's a common phenomenon in the market, specially the pinkies do dilution all the time without notifying in advance.
