To me it looks like there is 1 large seller who will not sell under 0.009 and a few flippers buying at 0.009 and selling at 0.0116-8 for a small return. If we tighten up the bid/ask spread, the flippers will probably disappear.

Why would you think it's dilution? Management has been continually decreasing outstanding shares, and with strong current assets, it doesn't look like they need to raise and money by issuing stock and diluting current shareholders.
