yes, thay have to make some filing if JALFQ and JALSQ were traded at US markets.
Also I dont understand how can court approve cancel of shares when

"JAL made operating profit totaling over 140 billion yen ($1.7 billion) from April to November in 2010, according to a document submitted to the Tokyo District Court."

This means operation profit 0,622$ for one JP3705400004 share!!!
(total amount of share is 2 732 383 250)
