I'll have to agree with your statement. Who says MMs have to cover? Certainly the regsho rules don't apply to penny stocks the same as big board. I've seen crazy games over the years and there's a lot of shenanigans behind scenes and under the table imo! Also MMs could be getting certificates that will be cached in at lower price to cover if they cover at all.. all imo.
