When they Short the stock they are borrowing the shares, when they have not covered or "Bought Back" those shares within the timeframe it becomes a Short-Fail, when the short-fails become .5% of the O/S it gets put on the SHO list, then they have 13 days to cover the short fails or face being barred from trading this security and fined, In a nutshell they have to buyback the shares that they borrowed and sold short, when they start to buyback the shares, that is buying pressure on the stock and the Share price begins to rise, and if longs like myself start to buy more thats less and less of the float that is available for them to buyback causing the Share price to rise. My opinion we should see a nice pop in the next 2 weeks, thats if the company doesn't dilute more giving the MM;s a free ride, which is really more common than not. Just my opinion, but hey I'm not an expert.
