IMO we will be getting a PR on the refinery. It is just a matter of time before it hits. If everything they stated in the last 2 PR's are true then we will see a run. But like you said its all about the PR and promotion. Everything in pinky land is about momo and promotion. If people see it and believe it they will buy. If they don't see it or even know its out there then it will run sideways. Again, all in my opinion.
