The improvement percentage stated the other way ...

for Torvec's IVT Steady State Test results would be as follows:

28.26% would be 39.39% for the 15 MPH test.
26.40% would be 35.87% for the 30 MPH test.
09.20% would be 10.14% for the 50 MPH test.
