They set the price, take it or leave it. If buying pressure comes, they raise the spread that they charge, thus the price. If selling pressure comes, they drop the price per share that they will pay. Or simply refuse to process any orders.
If they take a notion to close it down completely, they can do so w/o notice. So there is nothing about the SP that is encouraging, nor discouraging. It simply is what it is.
