Maybe they are working on a new website and new websites don't just come together overnight. It can take a few weeks before they are ready to launch and that is if there is someone who knows what they are doing builds it. Not everybody uses ready made templates and custom designs take time to accomplish. The website being down means nothing, IMO. Too many variables to consider.
