I don't think this latest PR was meant to drive up the pps, although I'm sure they would like such a reaction. It's more of a way to communicate to the public and shareholders of Q's actions. A means of keeping everyone informed and also heightening Q's publicity. Not every PR is solely intended to rise the pps.
