Gendarme acquired RCCH shares from the issuer. From September 2008 to June 2009, Gendarme sold more than 2.1 billion of these RCCH shares

RCCH is the issuer. Gendarme acquired shares from RCCH, and then sold 2.1 billion of THOSE shares during the period in question.

The only possible interpretation is that Gendarme actually acquired MORE than 2.1 billion shares. Perhaps it sold the rest once the restriction had expired, and so those subsequent sales were legal.
