Best question ... how could Gendarme have illegally dumped over 2.1 billion RCCH and did not violate the 5% threshold rules



Answer, by taking several months to do it. Buying discounted shares in tranches, always staying below the 5% threshold, and by relying on Newton's assistance and support.
