I am guessing you mean they try and control the price during rallies... This works to a point. Once the stock is unborrowable and reg sho you can not legally short the stock any more. In the mean time he is just naked shorting the stock, which is illegal.

Yes sell offs are typically more volatile than rallies... this is common sense... but short covering spikes involving liquidations, like what we saw today when some one bought 300k shares market is a very very volatile event.
