If indeed the person posting on this board who claims to be the CEO is who he claims to be, then don't rule out the possibility of an announcement on an unexpected project, perhaps before a PUC decision. The CEO has stated that Laidlaw Energy Group is working on other projects besides those which most know about. I think the PUC decision is going to take longer than most expect which allows time for other projects to be completed before an announcement by the PUC.
