I've never seen an instance in which a company announces the intended uplisting only to ignore such event later. Generally speaking, the way is cleared for such action long before the move is officially recognized. In our case, the reverse split wasn't necessarily mandated due to the prior share price but because the capitalization was probably insufficient to satisfy regulations. In such instances, a higher share price will carry the deficit, enabling the listing.
