1) They have only one employee who has no technical experience whatsoever, and who is completely incapable of writing software himself.
2) CDIV does not have any money to pay consultants to develop applications for them. Even if they found a consultant who would take their stock as payment, it would be the consultants developing apps, and not CDIV.
Hence CDIV has no choice, but to license or buy the cheapest apps they can find, that have been developed by others. Those would be the apps that nobody else wants, and whose developers would rather get something rather than nothing.
CDIV has no other alternatives given their one-man operation, their absence of cash, and that fact that their current expenses greatly exceed their current income.
