Maybe, but I still don't condone it... how would you pronounce that? "Tooce"? And isn't it more trouble to type four characters, including a number and an apostrophe, just to save one character by not typing out the word "twice"?

Maybe "know off" is the only true "oops" in there, but "2'ce" is just plain stupid. Fortunately, that's the only occurrence of it on IHub, and a Google search for it ("2'ce" -"2 ce") comes up with no hits.
