Been my experience on insurance claims where there are lienholders involved the claim proceeds are placed in escrow until designated portions of the work are complete. Yes, they may advance money for cover up to prohibit further damage but rarely has been my experience where they would advance enough money to buy all of the materials before any of the work was actually completed. That is what it sounds like to me the contractor is possibly asking for. This could be rental or commercial property where he may very well have a mortgage. I am just trying to make sense of this. I really do not think "David" would misrepresent this to gr8.
