Save the government pension funds and more?

I picked this up from an ordinary poster from another board.

Just maybe the market is being manipulated up on low volume by "The Boyz", the Fed and the rest of our government, to save government pension plans. It may be the only way out of this to create artificial wealth. I have been searching for a plan to make money on the troubled times and it seems that "Following the money" is the answer and that has been the answer forever. What has changed is that the volume on breakouts is not there anymore. Maybe I have to adjust to that.
