You make a huge leap to assume that the opposite of "a high ambient temperature environment" is a "cool day". All indications are that clock throttling ocurrs only in very unusual conditions provided that proper thermal design was used for the system.

But when the thermal limits are encountered clock throttling operates as a fail safe to protect the processor. The practical s that cause throttling may well be a failed fan, disconnected heat sink or a debris clogged air intake.

Your rant is nothing more than "the sky is falling" chatter and you provide no example of a condition when clock throttling ocurrs.
