First the author mentioned a done project (IPWG in JIZAN), then a project in construction phase (Dschidda) and then "other projects in the discussion".
Otherwise the author had mentioned the IPWG project together with the "projects in the discussion".
The German word "fertig" means that all is completed and you have nothing more to do. If you have only planned a thing, Germans they "geplant" and do not say "fertig".
