Re: hogwash. In any engineering/ Construction project, permitting is considered up front and scheduled appropriately. To say that permits are reliant on having the finished product working is ridiculous. Maybe for an operational permit like an air permit, but you can't make the generalization.



I'm not making a generalization, I'm referring to JBI. You neglected to mention air permits in your initial post and the reason I suspected why is that you were trying to indicated that permits do not mean the facility is running. Seems I was correct. In order for the DEC to provide a permit, they had to supervise a stack test of an operating machine. How else could it be done. As well, in order to analyze the waste from the process, they would have to have access to waste from various mixed plastic and various runs, how else would the do it.

The are not constructing a large factory, for which they would need a permit like you described, they have a building, they are getting permission to operate the P2O processor on a commercial basis. Completely different thing, your comparison isn't relevant.

JBI have been working with the DEC, the first permits given so that JBI could begin testing the 20 ton processor occurred in the spring of 2010. They have worked closely with them since then.
