png display problem

This probably has been addressed many times. Any referals will be appreciated.
I am using XP Home, with IE 6 with SP2. The windows firewall is disabled, IE options are set to default. The file association is set for IE. I have a hi-speed(wireless) connection and use Norton, the pop-up blocking is turned off. I have followed all the fixes listed in the StockCharts.com faq section, and at the PNG site. Additionally when I run "regsvr32 c:\windows\system\pngfilt.dll " I get a failure message stating the specified module can not be found.

When I open a post, http://www.investorshub.com/boards/read_msg.asp?message_id=5824610, with a chart I only see the red x image. Under properties is the following:

When using Netscape 7.2 a filler gif(?) appears.
Under Image Properties is the following:

Size: 0kb
Alternate Text Missing

If I cut and paste the address on IE I get an error page, on Netscape the following message: The image “http://stockcharts.com/def/servlet/SharpChartv05.ServletDriver?chart=uchb,uu[h,a]ddclyyay[db][pb50!b... cannot be displayed, because it contains errors.
