It looks like yesterday's news about ACCC being approved in Quatar was well received...Much more so than I thought it would be...

Maybe it also has something to do with the $1.38 million dollar contract from Paraguay, that may or may not be awarded to CTC now that it's under dispute from a competitor - Procable from Brazil...See the full article under the chart...
Today's volume of 1,037,142 was the highest volume day in three months, and the second highest volume day in the past six months, only outdone by the 1,175,319 million day last September 22nd...
All of my technical indicators are showing strong upticks, and it got a double MACD bullish crossover today, with the fast line crossing up thru the slow line, and the Histogram breaking up above the zero line...Today's candle was tall and solid, closing only a penny below the high of the day...It also broke above the resistance levels of .23, .24, and .25 so if it takes out today's intraday high of .26 there is some more room to run to the upper Bollinger Band which sits at .275 After that, it looks like strong resistance will be at .30

"We propose a complete offer, coherent, much cheaper. They (the ANDE) sought errors in our proposal, they found, but invented something, they took us outside and awarded to the CTC, said yesterday in a visit to our editorial Marcio Coelho, commercial manager of Procable Energy and Communications SA Brazil.
The Brazilian company is already well since yesterday in Asuncion a team of lawyers to study the best way to apply to the Directorate of Contracting the review of that contract which had been opened by ANDE to purchase a total of 1,100,000 meters special cables for "High Temperature and Low Arrow" to be used for the new transmission line from 220 kV to be connected to the terminal Clean.
The contract was awarded last week to the American company "CTC Cable Corporation, generating immediate backlash against some of the bidders who were sidelined, although he felt more aggrieved and the only announced it will appeal the decision is Procable.
The technical report ANDE on the five companies that submitted bids (see graphic) said that Procable was disqualified for failing to submit "certificates attesting to their supply or production of legal goods," which was denied by Coelho, showing copies of filings (see facsimile), in both English and Spanish manufacturers, who are Japanese.
