Dear Big Bake,
The mess in the Santa Ana HQ's backyard is not a big deal for someone who knows about algae.

They just need to flood the tubes and basin with highly chlorinated water, leave it overnight or until all the biomass looks bleached. Then apply compressed air or a de-chlorinating substance such as the one used in pools to remove the chlorine from the water. This cleansed water with debrii can be pumped out and trown to the sewer, given that it would not be different than flushing a toilet. If the environmental officials still regard that as "dangerous waste that will affect the BOD", then remove the turns and plastic bags out of the basin and leave the cleansed water in the basin for biomass settling. Once the biomass is settled in the bottom of the basin, pump the water out in several events until leaving the biomass almost dry. Then the biomass can be removed and sent to a composting site.

The PVC turns and components can be cleansed by immersing them in chlorine or hydrogen peroxyde solution and be re-used again. The bags could be treated in the same way and re-used, but it could be more expensive to clean them than to buy new ones.

I'm writing this long message just to make the point that there are always solutions to solve BEHL's problems (even the financial ones). If it were not for the fact that Dennis (or Pawson) controls the voting stock and is placing a puppet CEO, someone capable could be able to turn BEHL around, but this is not going to happen, because Mark Haines is still at the helm.
