I agree,

I also doubt there are any MM's or anyone else playing games to try to steal shares for a penny less.

I mean if you had knowledge of a pending settlement that would make you about a 2000% profit why would you waste time, just pay the ask and get on with it. If you were dealing in dollars well maybe, but fractions of a cent?

I would suspect if any games are being played it is that there are more shares available at the ask then are shown on level II
